Lukas B. Staks

Biography

Mr. Staks is a member of the firm's Environmental, Energy & Natural Resources Group. Mr. Staks has counseled public and private clients on a variety of environmental matters, including compliance with CERCLA, RCRA and NEPA. Representing private developers and landowners, Mr. Staks has worked with EPA, CDPHE and local governments to facilitate Superfund site remediation and redevelopment, permitted development plans under the CWA, ESA, NHPA and CERCLA, represented project proponents and opponents in the NEPA process, and resolved water rights, water quality, and local land use issues.

Representing industrial business clients, Mr. Staks has helped negotiate lease, joint defense, and remediation responsibility agreements, as well as voluntary cleanup, site remediation, and facility closure plans. Through this representation he has advised industrial clients regarding environmental audits, hazardous material transportation and disposal, storm water and wastewater permitting, air emissions permitting, and liability protections.

Mr. Staks has also represented public and private clients in numerous regulatory, land use, and contractual matters, including: Preparing conservation easements, right-of-way and operating agreements with investor-owned electric utilities, utility franchise agreements, and annexation agreements; participating in administrative appeals involving public education, transportation, unemployment, and zoning matters; obtaining liquor and childcare licenses; and resolving mechanic's liens for public and private construction projects.

American, Colorado and Denver Bar Associations, as well as trade organizations including the Rocky Mountain Mineral Law Foundation and the Rocky Mountain Association of Environmental Professionals.
